Cause: XMLOptimizationCheck is enabled and unrewritten XML construct was detected. This prevents execution of XML construct.

Action: Make sure that XML construct is being optimized. See trace file for further information. Disable XMLOptimizationCheck if you want the unoptimized XML operation to be executed.
